“Law of Universal Incompetence”?

Remember that “genocide law” in Belgium (formally known in English as the “law of universal competence,” and which EuroSavant first commented upon a few weeks ago here)? The one that allows anyone, from anywhere, to take to court in Belgium anyone, from anywhere, whom they wish to accuse of committing violations of human rights and/or of the laws of war?
